"in this regard, except to diminish the subjects 
of taxation & the resources of the Town, which
it has greatly increased the numbers properly
chargeable for support upon the Community - 
The situation of this Community, its poverty
& its financial condition, is truly set forth in
the enclosed communications from the President
of the Overseer of the Poor, which this Council beg leave to adapt and endorse.

"It is further proper of this Council herein respectfully states, that by the operations of the Freedman's Bureau in Fredericksburg, and without consultation with or any authority from the Municipal Authorities of the Town, there have been collected from the adjoining Counties a number of blind, lame, sick and palsied
negroes, who have subsisted upon supplies furnished by said Bureau, and when this Council has reason to fear it is proposed to turn over to us for support, and they beg leave respectfully to represent to Lieut Sears & through him to Genl Schofield, the manifest and palpable injustice of this course that it is contrary to our Municipal and to our State legislation, and if required, will be forced upon an already overburdened and impoverished community, without color of law, by the strong arm of Military power alone - We do not believe that the Military Authorities can lend themselves to any such invasion of the legal rights of this Community
