"their past record assures us of their future action, and we respectfully ask that all paupers who may have been thus collected and maintained
here by the Freedman's Bureau may be returned
to the City or Country of their former residence, where they are by law properly chargeable. And the Corporation & Council will to the utmost of its means & resources endeavor to supply the necessities of those who are lawfully & properly chargeable upon the Corporation of Fredericksburg._ 

"Having thus respectfully submitted our views in the previous, we return the communications
named and ask this appeal to Gen. Schofield
may accompany them to Head Quarters"_ 

On motion, Ordered that the Clerk of the Council prepare a certified Copy of the foregoing appeal and enclose the same to Lieut Hector Sears, Military Commissioner etc., with a request that he will forward the same, together with the communication of the President of the Board of Overseers of the Poor, to Maj. Gen. S. M. Schofield for his action
