General:
I respectfully call your attention to the case of a young man who came to me yesterday and asked for transportation to Richmond. He gave his name as John Ingram, late a Private, Co G. 37" Wisconsin Volunteers. and upon examination I found that he wished to enter the Government Hospital at the above City, and satisfied myself that he was telling the truth although he had no papers. I requested the Post Surgeon to examine him, he did so and informs me that the bone of the left leg is exposed to view owing to an immense ulcer and that unless the leg receives immediate attention it may cost him his life, also that it will take several months to effect the cure. This ulcer is not the result of a wound, but of exposure since the War therefore I cannot issue transportation and respectfully ask for instructions or an order to issue it and to send him either to Washington or Richmond.
