Washington Jany 20th 1867

My dear Sir

I saw Gen Howard yesterday, & recommended you for the appt of asst to the Freedman's Bureau at Louisa Ct Ho. if such appt was to be made, and a civilian was to bill it - He said that all these appts were in the hands of Gen Schofield who was in charge of that dept. in Va & that you should make your application to him, & he would be happy to confirm whatever he might do in the premises, but that he would not feel at liberty to interfere with Gen Schofield's duties in which I thought he was clearly right.

I would advise you therefore to make your application to Gen Schofield, & if you see fit to do so - you can use this letter to show that I have endorsed your application, if that will be of any service to you.
