I am not informed that any cases have actually occurred in which the civil authorities have assumed control of the children of Destitutes. Mr Graves has been informed by letter from this office that the colored Destitutes will "be protected in the control of their children unless they voluntarily relinquish that right by accepting aid from the County, in which case those children that are old enough are bound out, and the remainder, with the parents, are received at the Alms House.
