Respectfully returned to Capt James. A. Bates Supt &c. with reference to the case of Watson Miner, Decd, everything was done by this office that was possible to relieve his condition. Transportation was procured for him to Hospital, which he refused to accept. He was afterwards supplied with clothing, the customary rations and Hospital diet. The remainder of the within communication turns upon the action of individuals and of the civil authorities. For the former this office is in no way responsible. Every man must answer for his conduct at the bar of his own conscience, unless it is so manifestly unjust or criminal as to be cognizable by the established Courts.

With regard to the latter, I wrote the Author of the within letter - on the 22nd ultimo stating in full what the civil authorities had undertaken to do; and what would be expected of them. I then requested him to inform me of the first instance
