Hanover Coty Va March 26th 1867.

Col O.Brown Richmond Va

Sir

In a note addressed you on yesterday through the hands of Sur. D.P Brower, in charge of the Hospital at Howards Grove I spoke of Col. Ayers having stopped issuing rations to the destitute Col'd of this Section. I was of the opinion from what I had heard that the Gov'e had handed over the destitutes to the "tender Mercies" of the County authorities. but on yesterday received a letter from Col Ayers in which he informed me that the Govt is yet furnishing food to these poo persons. I do this in justice to Col. Ayers. Who is doing all that lay in his power for the relief of the suffering Co'd of the County.
It would be right for every county to make provisions for its destitute. and all should be compeled to do so. but my humble advice is, that when you turn over the destitute Col'd to the County Authorities you give Col Ayers Supervision of the Alms House, So that he can compell proper attention.
Most respectfully
Yr. Obt Servt
