Respectfully forwarded to the Asst Comr for his information with statement that Jno. Howlett remarked to Lt. Reed on the Baltimore wharf in the morning in question that he would send his wife up to Matthews that day but would not go himself till the next trip of the boat. When the boat was about to leave MR Howlett was heard to tell his wife he would not go up till the next trip and then went ashore. The within explanation was made to me verbally by Mr. Howlett with statement that he was not over ten yards from the boat at the time of her unobserved departure; but upon closer questioning he distinctly admitted that he did not intend for very good reasons to leave till the next trip. The within is not, to me, at all satisfactory
