Respectfully returned with the following remarks, viz:
   THere is no reason to think that Mrs Gibbons will leave at present. She expressed some desire to do so sometime since, but, as I understand has concluded to remain.  Her contract with the Bureau as Matron does not expire for some months.  I do not judge it best under any circumstances at present to close the orphan asylum and should respectfully protest against the arrangement suggested within.
