Oak Grove Westm'd County Va.

Rec'd this day of H.B. Gouldman a man calling himself Higins and from his appearance and the circumstances attending his statement and movements previous to arrest by Sr Gouldman
I believe him to be the man advertised by Genl. O. Brown Comr. of R.F.& A Lands for first district of Virginia for giving a reward for the arrest of a man calling himself Gorge Wm Thompson who is reported to having represented himself as Registrator and charging the freedmen one dollar each for registering their names if he proves to be G Thompson which I have very little doubt H.B. Gouldman will be entitled to the reward of fivedy $50.
