Hayes, James President of Board of Overseas P States that communication refering to care & support of Colored Paupers was received, and now forwards the communication of the Mayor to him on the subject States that to the extent of their ability, they will care for and support all paupers without regard to Race or Color, but, that at present they are without a poor house and will require a short time to make arrangements to receive those reported in the Freedmens Hospital [[stamp]] STATE OF VIRGINIA.
