I am instructed by the Common Council to acknowledge the receipt of your note, enclosing a communication from Lieut. Hector Sears Sub. Asst. Commissioner &c., in reference to the care and support of colored paupers who resided in the Corporation on the 1st day of January 1861.  The Council expresses its purpose and willingness to provide in the future, as in the past, for all its paupers, without distinction of race or color, who may be lawfully chargeable to the Corporation.  You are therefore authorized to receive and provide for, the three colored persons, refered to, in the aforesaid communication.  Very Respy M Haughton Mayor
