I Amelia Howard now Superintendent of Colored Schools for the County of Surry in the State of Virginia do make on this seventh day of November 1867, the following statement, viz  That Mr Crenshaw of said Surry living about one and a half miles from Mr Nebo School, has living with and bound to service to him Four Children (Three Boys and one Girl) 
That on or about the middle of July last one of Said Boys came to me and stated that he had been cruelly beaten and illtreated by said Crenshaw. I asked him why he ran away? he answered that Master had got brother Lewis tied up and was whipping him, and I ran away because he was going to whip me again. I made an examination of the boy in presence of William H. Andrews, and others and found that that the boys back bore the marks of a very severe beating, his back being nearly covered with marks, having the appearance of being inflicted with a cow Hide or Switch. I would also state that it is a general report that said children are cruelly and illegally treated, and an investigation into the state and condition of said children and their treatment is respectfully solicited, and that justice may
