In compliance with provisions of Circular Letter dated Bureau R.F. and A.L. Head Quarters. Asst. Comr. Dist of Va. Richmond, Va. October 31st, 1867, I have the honor to forward herewith a report of Freedmen discharged.

With reference to this report I would respectfully state while there is reason to believe that a number of Freedmen equal to the number reported have been discharged from employment for political reasons in this Division of 3rd. Sub Dist, it is possible that some of the Freedmen were not discharged for the reason alleged.  It is quite impossible to arrive at the correct number from the fact that the employers will not admit of having discharged their colored laborers for voting the Radical Ticket.
