In addition to a formal report to Asst Supt of P. Anne Co of the facts in case of Jesse & Solomon Vaughan I have the honor to make the following personal report and appeal as to the gross outrage committed on them by the authorities of P. Anne Co - and beg you will inform me if the Bureau                        or Military authorities cannot hold them responsible and punish them for their conduct - 
On the morning of the 25th Dec a notice was published in the Norfolk papers that His Excellency the Governor had "pardoned Jesse & Solomon Vaughan &c" To gladden the poor fellows I sent for Jesse's wife, marked the passage in the paper and lent her a horse on the early morning of the 26th Dec to carry them the news and also to communicate the fact of pardon to and leave the paper with the authorities at the C. House which was done.
