Reports that after being notified that Solomon and Jesse Vaughn (Colored) had been pardoned by the Governor, the Sheriff of this Co whipped or caused to be whipped the above named men

Respectfully returned to Capt Wm P Austin Supt R.F. and A.L. First Dist of Va, with affidavits and certificate as required, also with the following information that I called upon to the Jailor and Sheriff of this Co, could. not get a personal interview with the Sheriff, and sent a note in to him asking him if he whipped the within named persons, or caused them to be whipped, after having received notice that they were pardoned by the Governor, or whether he did so after having been notified by any other person, he replied back in writing that he did not, after receiving legal evidence of the same. I then ascertained by the Jailor that the parties were whipped in the Jail of the above Co on the 27th of December, they each receiving 10 lashes, at the same time, telling them (Vaughns) that they were to have the balance at the expiration of their sentences,
