I have the honor to submit the following report relative to the cases of Jesse and Solomon Vaughan pardoned by his Excellency the Governor of Virginia - and retained in prison a considerable time after the date and mailing of the pardon, whipping being also inflicted upon them after the same.
The Pardon to these freedmen was issued on the 22nd December last - and on the same day it was transmitted in a letter of which the following is a copy -

"Office of Secretary of the Commonwealth
Richmond, Va, Dec. 22nd 1866.

To the Sheriff or Jailor
of Princess Anne County
Sir,
I enclose herewith a pardon granted by the Govenor to Jesse and Solomon Vaughan.
You will therefore at once discharge them from imprisonment -
