Sir 
Your note containing interogatories relative to the whipping of Sol & Jesse Vaughn who was confined in our Jail for misdemenor. Since pardoned by the Governor, have been carefully considered. I shall here attempt to give as candid answers as information with me will admit. You state, correctly, the papers containing the pardon was signed on 22nd December 1866. Mailed same day for Norfolk (and so far as it reaching Norfolk on 24th Decr 1866, I have no knowledge).
1st You ask did I received it from P.O. at Norfolk, or by whom did i received it, and on what day of the month. 
Answer. I did not received it from the P.O. of Norfolk, my Jailor states, that he had it from the hands of one Court Clerk, and by whom it was handed to the Clerk we are entirely uninform. That it came to him on evening of 5th January 1867.
You further state, that it is understood that same was left at Mr Capps Store in Norfolk, if so, I have no knowledge whatever, and by whom it was brought from Norfolk, I am again ignorant; perhaps by some "Marketman" as often occur. I hope "Sir" that my answers will be received as satisfactory, for I assure you that I have endeavored to make them as full as information with me would allow, the trouble with some no doubt, is why such delay in the Documents arriving, but you are aware of our Crippled Condition
