(Does not conceive how he will be able to carry out his orders, or do justice to some 3 or 4 orders from [[strikethrough]] Genl O.O. Howard [[/strikethrough]] Commissioner's Office, which have to lay pigeon holed, for want of a horse). Has not completed the census and has not been able to attend Civil Courts where freedmen were interest, and has to neglect many important things, for want of a horse.
