Reports the prosecution thus far of the rioters at Shandy Hall. Richmond. Co. on 12th of December 1866, of which he made report before. States the whole affair was commenced backwards fastening the riot upon Negroes first. States there are more white men ought to be paraded before the
Courts, but is no one to be found to complain of them. Although 3 or 4 Magistrates, Deputy Sheriff, and a Constable were present, and saw the whole affray, they 
will not issue warrants.
