I have the honor to state in reply to your inquiries (herewith returned) dated Jany 22nd 1867 to answer them as follows: "the white man who ought to be brought before the courts" are named Hamilton Dudley, Wm. McCarty, Cyrus Harding, Madison Morgan, Lowen Stewart, & Henry Boswell. Also magistrates J. R. Shackleford, Daniel Garland -- yeatman & James C. Bryant a constable. The reason for having them brought into court is that they (the first six mentioned above) were the instigators of the riot. The three magistrates and constable, (and I add the Deputy Sheriff Mr. Oldham) because they did not do their duty as officers of the law should, upon an occasion like that riot, as you will see via the report I sent you via last mail. The reason why magistrates will not issue warrants, is simply neglect, carelessness. I did enter proper complaint. I told all of these magistrates the riot ought to
