My opinion is had not a Mr Mitchell (white) from Lancaster Co Va induced William Glasgo (colored) to sell two gulls of whisky for him and had the following whites drank cup of it there would have been no row. Hamilton Dudley, Cyrus Harden, William McCarty, and Matheson Morgan did drink a plenty of the whisky, and acted less the gentlemen that they ough to have. 

But then had the civil authorities taken steps that belonged to their offices by arresting on the spot Dudley, Harden, McCarty, Morgan, Glasgo and Lewis Jones (the two latter colored) the row would have then stopped. I see no excuse for the authorities in not arresting the above named persons at that time, for the reason that it was a breach of the peace and there was no lack of authorities present to have done thus, but no arrests were made; nor even was the peace proclaimed.
