Respectfully returned to Bvt. Maj. General J.M. Schofield Asst. Commr. for Dept. of the Potomac, remarking that the application for transportation made by the Assistant Commissioner does not show the number of persons to the transported, nor their ages, nor that they are now dependent upon the Government for support or are liable to become so. Nor does it state that the requirements of Regulations have been complied with, though it is true that the contracts are enclosed within.-

To prevent further delay an application signed by Mr. T. M. Jones is herewith forwarded with the suggestion that the Assistant Commissioner endorse his approval thereon and his certificate that the requirements of regulations have been met and forward the same to this office. The necessary transportation is herewith forwarded to be transmitted to Mr. T. M. Jones, care of S. R. Chisman, Hampton, Va., he having made the necessary lists required by regulations, which are herewith forwarded. It is also suggested that the approval of the contracts should
