Col Robertson has assured me that before moving any freedmen under your transportation orders, he will secure arrangements with planters for permanent homes and that he himself will be interested in the agricultural operations in all cases; that families will be moved as far as possible, when they desire it; that the laborers shall not become a burden on the Government in their new homes; and that they and their children shall have the benefit of religious, and the children of educational instruction.
