General,

I have the honor, to state that on Oct. 25th. 1866, a man giving his name as James Brown, came into my office and gave me his Discharge requesting me to forward it for the purpose of ascertaining if he was entitled to additional Bounty.  I examined it & satisfied myself  that he was entitled to at least $100 Bounty under the Act of Congress of July 26 1866.  I told him at the time that some months must elapsed (as the Department was crowded with business of the kind) before his claim could be gotten through.  He then asked me if I couldn't get it through sooner by sending it to a claim agent?  I remarked I did not Know.  He then asked me to send it to a claim agent any-how.  I did forward it, under date of Oct 27th 1866 and when I rec'd the Blank application, filled it up
