General:
I have the honor to forward through Hd. Qrs. 6th Sub. Dist. the following report in compliance with Letter dated Hd. Qrs. Asst. Comr. May 6th, 1867, "requiring me to report the names of such officers as fail to take cognizance of the cases alluded to in my report under Cir. No. 10. Series 1866": I do not think that any civil officer has refused to take cognizance of the cases of assault upon Freedmen which I reported as being unnoticed by the Grand Jury, although I instructed the offended Freedmen to make their complaint to the Commonwealths Attorney, but this they failed to do. These are cases for presentment by the Grand Jury and they have failed to present the parties. I have inquired the reasons why they were not presented and the
