Respectfully returned to Bvt Brig Gen'l O. Brown Asst Comr. I visited Tappahannock on the 4th of June inst. and in my opinion no troops are required at that point at present.

The disturbance appears to have been caused by the effects of liquor, it being the habit of many to get intoxicated upon Court days and at large gatherings. I most respectfully suggest the propriety of authorizing Bureau Officers acting as Commissioners to issue orders - when in thier opinion there is such a necessity for the purpose of keeping good order - to prevent the sale of intoxicating drinks on those days.
