Colonel, 
I have the honor to report that there is a colored woman in this County (Essex) who is insane and in my opinion should be admitted into the asylum at Richmond. She is not so bad she is dangerous at all times but once in a month or two she is really dangerous and destroys nearly every thing that she gets her hands on and destroys her food when given to her. She has a son who is of age and he is afraid of her when she has those bad spells and does not take good care of her. I have never seen her when in one of her bad spells. 

I enclose a certificate of a Physician living in her neighborhood. 

The above is as good a statement as I can make of her condition and if she can be admitted into the
