justice rendered generally by Magistrates. Juries however attach but little importance to thier testimony, where whites interests would be effected.

3rd Appropriations in each County of the Sub Dist. has been made to take care of Indigent Freedmen. The supply of labor throughout the Sub District is equal to the demand — except in very busy seasons, when the demand for a short time may exceed the supply.

4th I find the Records of the Offices of the different Asst Sub Asst Com's. in fair condition, except the A.S. Asst Com'r. for Caroline County. his are rather loosely kept, but under instructions received I think he will remedy this. The office records of the 1st Division are full and properly kept.

5th In the 1st Division at Fredericksburg there is one School in a flourishing condition with about two hundred and fifty (250) Scholars. It is held in a church which is illy adapted for the purpose. The Teachers are from the North and paid by the Baptist Home Mission Society. There is a necessity for a school at King George Court House but no building to be had. About fifty (50) Scholars would attend a school at this place. A school is also needed at Chatterton — have no building — about fifty Scholars would attend school at this place.
