Report in compliance with Circular No 16 from Bureau of R.F. and A.L. Head Quarters Ass't Commissioner, District of Virginia, dated at Richmond Va August 17th 1867. Concerning "Indigent colored persons in charge of the Bureau" and who reside in Counties of Prince Edward, Cumberland, Charlotte, and Buckingham Virginia.

| 1 | Abraham Johns | 85 | Infirm & Destitute | Prince Edward Co Va | over 12 mos | In the matter of the character & support to be relied upon from the Civil Authorities, in this County, the taxes levy is only $850. for the year 1867 - This, in connection with the sale, adopted by the County Authorities, to the effect, that applicants shall receive no benefits from said levy, unless they become inmates of the Poor House, and the accommodations, of same being limited, I am of the opinion that the practical relief, extended by the Civil Authorities, in this direction, will not prevent suffering among these people, and therefore cannot be relied upon to any satisfactory extent - that is, farther than the levy above name, which is small, considering the number of those absolutely dependent and incapable of taking care of themselves by reason of old age &c. | The result of my observations, as to the dispositions on the part of the tax paying whites, to provide for the colored poor, has deepened the conviction, in my mind, that if any provision is made for them, it is done reluctantly. I believe that the aged and Infirm freedman, would not be taken care of at all were it not for the presence of the Government authority - The feeling seems to be, that inasmuch, as they become free through the operations of the Federal Government, that they should be supported by same. |
