In compliance with instructions recd from Bvt Lt Col Johnson SAC directing me to report to the Asst Comr as to "What has been done, or is being done, by the Freedmen in Caroline Co in regard to the formation of Military Companies." I have the honor to report that I can find nothing being done by the Freedmen in that direction. Nothing in the shape of a Military Co is in being among them as far as I can learn on the minutes enquiry.
There was a very positive outrage committed by the Freedmen, of by a few misguided ones among them, with arms in their hands &c &c [[etc.?]] From all I can learn it was an impromtu affair, those parties, or the ringleaders of them will be brought to justice.
Any report as to the formation of Military Companies among the Freedmen arose from this outrage as it is magnified into all sorts of shapes.
