In obedience to instructions contained in Circular No 5 from Head Quard Asst Com'r Bureau R.F.& A.L. State of Va. of date March 27. 1867. I have the honor to report that my duties as District Commander and Military Commissioner for the Sub Dist of Fredericksburg prevented me from making an inspection of but two Divisions (First. & Second) of my Sub District for the quarter ending September 30th 1867.

These two Divisions I visited and found the condition of the Freedmen in each (Division) to be fair - they are generally busily employed, many endeavoring to purchase land, whereon to build in order to obtain a permanent home - a number having accomplished this.

There appears to be a great desire to labor for
