Head Quarters Assistant Commissioner, District of Virginia,
Richmond, Va., October 9th 1867.

Moses Johnson Colored of Carolina County complains that in the case that John Chew a Union Soldier was called upon to assist in moving a woman from the place of Mr B. Trice.  Said Trice refused to let the woman leave; and commenced an assault upon the Soldier.  Struck him and Shot at him several times.  John Chew went to Mrs Garnett's and left the Team.  Said Trice [[strikethrough]] then [[/strikethrough]] sent word to Chew, that if he would come to his place he would settle with him for the assault.  Chew did not dare to go; as he was knowing to the fact that Trice said that if he did come he would shoot him;

Said Trice, has a number of Colored men on his place that have not Registered and said Trice will not allow them to leave for the purpose of Registering; and they have not registered, and that he said Trice will not allow them to leave the place to attend any meetings.
