Respectfully returned Brevet Brig Genl O. Brown, with the information that the within mentioned paper was referred to Lieut H.K.W. Ayres, A.S.A.C. of Richmond & Westmoreland Counties Octo 17th ultimo for the information required from Bureau Head Qrs. A report from Lieut Ayres has this day been called for.

I have frequently - when called upon for immediate reports from 6th Sub Dist.- been obliged to state the fact that from the irregular and the disconnection of the mails on the northern neck route that official papers would not reach the A.S.A. Commissioners under ten days after leaving this office. I labor under a difficulty in this respect probably not experienced by any other S.A.C. in the state.
