Referring to October report in which he said the endorsement of Major Gen'l Terry, on "Cir No 10" was not complied with - states he spoke generally. 
Also states there is a difference of opinion between himself & the Magistrates as to the meaning of said Circular. Gives his interpretation and asks if his opinion is right.

It is not for Civil authorities to interpret orders for your action. You alone must take the responsibility - Carry out orders. 
Such as choose to take exceptions to your rulings have the right of an appeal to higher Military Authority. This paper to be returned.
