Respectfully returned to Bvt Brig Genl O. Brown A.A.A.G. This institution is not yet in operation but will soon be as active preparations are being made  It is to work under a state charter and is to be supported from its own products. It will feed, clothe and educate gratuitously. The products of the institution being free from govt and state tax it is proposed to manufacture tobacco exclusively, for the present and it is expected thereby to have it on independent footing in a year or two - All capital needed as understood by this office is furnished by Mr. Wm Langhorne a blind man of this city who secured the charter before the war and is and has been earnestly devoted
