States that there has been formed at that place a charitable Institution for the gratuitous education and improvement of blind and deaf and dumb freedpeople and that his aid has been requested in getting enough of these unfortunates to fill it, between the age of 12 & 15.

There being none in his district of this class solicits aid from Hd Qrs
