General, 
A charitable institution has been formed at this city for the gratuitous education and improvement of blind and deaf and dumb freed people. The principal called on me yesterday requesting my aid in getting enough of these unfortunates to fill it. He desire them to be aged from twelve to twenty years some few as old as twenty five years. Having none in the hospitals here and knowing of none in my district, he wishes me to inquire whether you can aid in securing enough of these unfortunate people to fill his institution. There is no doubt but that the opportunity is an excellent one as the men in charge are of the highest standing and respectability
