General:

In my Report of October 31st, 1866, pursuant to Circular No. 10, Series 1866, Hd. Qts. Asst. Com. St. of Va, I had the honor to call attention to certain disrespectful and intemperate language which had been indulged in by a Mr "Hughes Dillard", a notorious Lawyer of this place ("Colonel", formerly, "on  Governor Wise's staff") both towards the U.S., and myself as its Agent - known to be present in the official discharge of my incumbent duty, in the course of an argument delivered by him in the Circuit Court of this County, during its session here in October

It may be remembered, I was at the time characterized by Mr Dillard as being "An Emissary of the Federal Government", present for the purpose of reporting the proceedings in the case before the Court;  and he then proceeded to exhort the Jury to "not obey the mandate of their Masters" - the "Yankees" - and let the Negro being tried - for Grand Larceny - escape; &c., &c.  I now have the honor to again call attention to the continued extravagant languages of this same man.
