General Willcox does not desire to have ordinary and miscellaneous business between Supts and the Asst Commr pass through this office but to continue as in the past. He wishes the personal reports under Circulars 6 and 10 series 1866 to be transmitted through this office and to be advised of all changes of officers whether from removal, Change of Head Quarters or leave of absence and also to be furnished with copies of your monthly School, Land and Ration reports and roster of officers and enlisted men Should any difficulty arise in your District requiring the attention and direction of military you will advise this office. As a general rule you will forward through this office such papers only as have a military bearing
