Lexington Va April 12/67

As per your request of this date, I enclose you a copy of the warrant issued by me as Mayor for the Town of Lexington Rockbridge County, on the 23rd day of March, against R. Flewellen & others for a disturbance on the night of the 22nd at the Freedmans school within the Corporation of Lexington.  The examination was made as close & searching as possible.  The three Teachers examined, nor any of the Pupils could identify either of the four persons charged with the disturbance - Previous to entering upon the investigation it was intimated to me, that perhaps Cheek & Wellburn room mates of WW Wellburn, new something about the disturbance, I had them summoned as witnesses, (to be used if necessary) finding I could not prove by the witnesses examined any thing positive, I called upon them to testify, and through them it was proven positively that all of the parties named in the warrant were there, when the disturbance took place.

I endeavored to find out who drew the Pistol, (but one was exhibited) but could not get any clue whatever to the person.  Having heard all of the testimony, I decided the case in accordance with the Judg't endorsed on the warrant.  Stating at the same time to the young men, that I considered their conduct very reprehensible, and if the person who drew the Pistol could be ascertained, I would rule him to appear before the Grand Jury to answer for a misdemeanor - This drew a remark from one of the young men, that he thought I was hard upon them as it had not been proven that they were the guilty party, to which I replied I could not help
