Respectfully returned to Bvt: Brig: Genl: O Brown Assistant Commissioner of Virginia

On Captain Willert's assignment to Pittsylvania Co. I empowered him to act as an. A.A.A.G. over the lower counties of my district fearing difficulty through removal of troops and the inexperience of Lieut's Warden and Fernald These Counties being accessible only through Dannillo and he being a most careful and discreet Officer. At the time of giving the accompanying order I desired to change this arrangement. and to see his records and papers. On all matters pertaining to the past as well as on the difficulties and complaints requiring investigation and adjustment.
