I have the honor herewith to transmit Reports of inspection convering Divisions under the charge of Bvt: Major Sharp Captain Shaum and Lieutenant Stevenson. Remarks
With these officers as with Col Carse and Leuts DeKnight and Fernald Bureau matters seem quiet and easy. Fair wages being the rule and demand for labor brisk Steadiness and industrious habits characterize the freedmen over my whole sub District. In no county was there an excess of destitute blacks over whites, nor were there more arrests for crime and misdemeanor of blacks than whites. There have been however more convictions of former class  Each officer speaks positively as to an improvement in the manner of administration of Justice towards the freedmen under the recent military acts, by the furies
