adjacent Lynchburg, now all idea of the freedmen voting for us with rebels has vanished and I doubt whether a man sincere earnest and intense community of radicals can be found than the freedmen in four or five arrests near this city.

Whether right or wrong the blacks are just becoming wholly committed to Republicanism through these Leagues. I cannot but believe their consequent organization and consolidation will be for their benefit in every respect and I regard their prospects today as brighter by far in this sub district than ever before.  I cannot perceive much increase of educational interests over last year. Thus the freedmen are slowly and surely progressing cannot be gainsayed. But there is no rapid development outside of the towns and cities at present. The coming winter may witness a great change, however as then the freedmen will have realized their summer labors. The question of bread is too paramount with the mass, to permit at presents much expenditure for school purposes.
