I have the honor to request that transportation be granted Willis Elzie (colored) from Alexandria Va. to Richmond Va. via Orange & Alexandria and Virginia Central R. R. and return, for the purpose of taking charge of three horses belonging to the Q. M. Dept, in the service of the Bureau, for which I am responsible, instructions having been received to transfer them to Capt. Geo. Q. White Chf. Qr. Mr. and D.O. at Richmond Va.
