In compliance with your endorsement of the 15th inst, Mr. R. D. Beckley was discharged from the position of employment agent in this Dist. 

Mr. Beckley is a very energetic man, and knows the colored people of this city, he is intelligent, and I have need of his services as an out door agent to investigate cases and have a general supervision of the Barracks &c. I would respectfully request authority to employ him as an Agent of the Bureau at a salary of ($50) Fifty dollars per month from the 17th inst. (the date of his discharge as employment agent) I shall reduce my roll on the last of the month by discharging three men, thus reducing the expenses of this district.
