States that at the surrender a man named Pitzer had a lot of Govt horses  The Pro Mar ordered all these reported for which he would give authority to retain until called for by U.S. that P. sold them but one he gave a Mr Welch who reported him & received an order to hold it.  P. afterwards called on W. for the value of the horse who refused to pay him & told P. to take his horse away. in the meantime a 3rd party got awards[[?]] and took the horse.  Pitzer sues Welch in Botetourt Co Court and gets Judgement for ($108.00/00) and throws[[?]] W. in  costs. asks a revocation & authority to return the horse.
