Lieutenant:
I have the honor to report the decision of the Botetourt County Court in a Government horse case, Pitzer vs. Welch, In which Pitzer gained the suit and got Judgement against Welch, for one hundred and eight (108) Dollars, besides the cost.

After the surrender there was an order issued for all person who had any Government property in their possession to report it, to the Asst "Pro" Marshal of the county, Pitzer had at the time several Government horses, but was not willing to report them, and to evade the order, He tried to dispose of them. In June, 1865, Pitzer send word to Welch that he had a horse to sell. Welch being in need of one went to see him for the purpose
