In compliance with Circular No. 16 from Hd. Qrs Asst. Com'r. Va. Aug. 17th 1867. I have the honor to state that I have had several consultations with the Mayor and Overseers of the Poor of this city and the Committee of Councils on the subject of the care of the indigent colored people in compliance with G.O. #51. Hd-Qrs. First Military District, Richmond, Va. August 7th 1867. The Council state that for want of time they have been prevented from taking any final action on the subject; The Mayor informs me that in the assessments and estimates for the fiscal year ending March 31st 1868, no provisions have been made for this purpose and in consequence it is almost impossible for them to meet this emergency. They are willing to the best of their ability to take care of their legitimate poor, but there are many who have come to this place from other localities during the war, that they wish returned to the counties to which they belong. The Corporation debt is very heavy and the City is laboring under difficulties. I think however the authorities are disposed to do all in their power
