General:
I have the honor to report to you that in compliance with special orders No. 120, dated Aug. 13th 1867, I visited Culpepper Court House, Orange C.H., Charlottsville and Lovingston, Virginia, upon public business connected with the Bureau

In Culpepper, I addressed a very large gathering of white and colored people, on the subject of education, in the Court House - the court then being in session adjourned its sittings for several hours to accommodate our meeting. I found the schools here dismissed for the summer vacation. The building occupied by the freedmen at this place is of small value and ill adapted to school purposes.
